If I were a conspiracy theorist, I might notate how scary things always seem to happen when the Bush administration needs to sell the American people something big. If I were a conspiracy theorist, I might point out that Bush has been trying to delay Congress on any type of decision with regard to the Iraq War until September when David Petraeus debriefs Congress on the progress. If I were a nutty conspiracy theorist I wouldn't have the LA Times to back me up.
